Nothing doomed the Los Angeles river more than the physical environment that created it and human perceptions of that environment. I belive that this quote means that the LA river was established for the wrong reasons. Created by the army for the government, it’s purpose was only looked at fob a profitable standpoint and realstate benefits. In the beginning, the settlers and natives needed the water, and the original river was viewed only as a resource to be used. I believe the la river is not viewed by the public as a real river and therefore it is treated poorly, wth people disrepecting it by tossing their waste and garbage in it.
